China/MFA is probably wondering whether it can trade recognition / non-recognition of Crimea as ［ｆｉｌｌ ｉｎ ｂｌａｎｋ］ for support on China's stated goal of reunification with Taiwan. I doubt they can but I think this may explain their ambivalence.
